Why the eating frenzy?

I feed my fish once everyone other day as recommended by two pet stores near my house. When I feed them they go crazy and eat extremely fast. My three neons eat so fast they get HUGE stomachs and leave practically nothing for my frog and rummy nose tetra. The rummy nose gets real close to eating and quits. He MAY eat one small bit of food. Never seen the frog eat but he looks fine.

Is he(rummy) not hungry?
Or is he scared because there are three neons and only one of him?
Should I get him a buddy(another rummy) so he won't be afraid to eat? lol.
Would feeding them more often by increasing times fed and decreasing amounts be the answer? (8 flakes once every 2 days - 4 flakes once a day - 2 flakes twice a day) these are very generic numbers I'm using.

Note: the tank is only five gallons and with a frog I might be at max capacity and if I wanted to get a fish I was going to get one of those really small algae eaters to help keep the tank clean.

OK first the tank is too small. The Rummy nose tetras need to be kept in groups of at least 6, same goes for the neon's. Upgrade to a 10 gallon if you can and get more tetras.

Don't worry about not seeing the fish eat. I've got a Serpae tetra, it hangs out at the back of the tank, I've never seen it eat, but it's growing and I've had it for 6 months.
